His current work focuses on advancing responsible adoption of artificial intelligence and AI education in the Philippines, with a past body of work spanning nearly 30 years applying AI in finance, marketing, human rights, public health, food security, political risk and fighting disinformation and infodemics .
Dominic serves as the Philippines ’ representative to the Expert Advisory Panel of the International Report on Advanced AI Safety convened by the UK Department of Science, Innovaiton , and Technology (DSIT ) and as Head of AI and Technology for the IT BPM Association of the Philippines (IBPAP ). He holds certifications and credentials in Generative AI, Prompt Engineering, Big Data, Computational Social Science, and Ethics from IBM, Google, Deeplearning AI, University of Vanderbilt, University of California Davies, and Teradata.

Dominic founded CirroLytix , a social impact AI company, and Data Ethics PH, an online community focused on social issues such as data privacy, data security, AI driven discrimination, data liabilities, data ownership rights, and data poverty. Doc’s teams are three time global winners in the NASA and ESA International Space Apps Challenges, and their award winning dengue surveillance application, AEDES, has been backed by the Group on Earth Observations (GEO), the Digital Public Goods Alliance (DPGA) and the UNICEF Innovation Fund.
Doc co authored the Masters in Applied Business Analytics degree of the University of Asia and the Pacific, and led the development of the nationwide data science education program Project SPARTA. He also co founded the Analytics Association of the Philippines (AAP) and is a Board of Trustees member of the Philippine Center for Investigative Journalism (PCIJ). Doc has a degree in Business Administration from the University of the Philippines and graduate certificates in Data driven Marketing and Advanced Marketing Research from the Johnson Graduate School of
Management, Cornell University.
